2027 Summer Law Clerk Program

Congressional Relations Director

National Indian Health Board Washington, DC

The Congressional Relations Director serves as NIHB’s lead strategist and advocate with Congress, responsible for advancing Tribal health priorities on Capitol Hill. Reporting to the Vice President of Policy, the Director manages NIHB’s work in appropriations and Tribal budget formulation, builds bipartisan relationships with Members of Congress and staff, and ensures effective execution of NIHB’s Legislative and Policy Agenda in collaboration with Tribal leaders, coalitions, and partners.

Vice President of Policy and Advocacy

The Vice President of Policy and Advocacy is responsible for providing strategic leadership in advancing the organization’s legislative, regulatory and policy objectives. Policy Analyst V

JOB SUMMARY: The Policy Analyst V will be responsible for sustained engagement with staff from the states of Minnesota, Wisconsin, and Michigan during their respective water quality standards triennial review processes.  Specifically, this position will be responsible for advocating for established tribal priorities in the review process and building a foundation for engagement in water quality standards implementation and in future triennial reviews.  

RESPONSIBILITIES:

1. Develop relationships with staff from the states of Minnesota, Wisconsin, and Michigan who are involved in triennial reviews of their respective water quality standards, as required by delegated programs under the Clean Water Act.

2.Consistently engage in meetings and conversations regarding the triennial review of each state’s Water Quality Standards and assist in advancing specific tribal priorities that will enhance the protection of treaty reserved resources. Develop an understanding of, and engage in the review and standards development process in each state.

3.Coordinate with technical experts on GLIFWC staff to ensure effective engagement and advocacy of tribal positions regarding fish consumption and manoomin protection with state staff.

4.Engage with staff of tribes where ceded territories are shared to support consistency in views where appropriate.

5.Provide ongoing updates to GLIFWC leadership.

6.Other duties as assigned.

QUALIFICATIONS:

1.Juris Doctor or master’s degree in public policy, environmental sciences or related field.  Bachelor’s degree in public policy or environmental sciences with equivalent experience in Clean Water Act processes will be considered.

Environmental Justice Staff Attorney

The Tribe is currently seeking a full-time, on-site In-House Attorney who will provide direct legal counsel and strategic guidance to Tribal Leadership, Tribal Council, Executive Committees, Tribal Administration, and Tribal Programs. This position is expected to work Monday – Friday from 8:00 AM to 4:30 PM; holidays and leave are available.  This position serves as a key governmental advisor responsible for protecting tribal sovereignty, advancing the Tribe’s legal and policy interests, and ensuring compliance with applicable tribal and federal laws. 

The attorney will support governance initiatives, code development and revision, employment and personnel matters, contracts and negotiations, litigation management, land and natural resource matters, ICWA support, regulatory compliance, and representation in tribal, state, and federal forums. Native Lands Partnerships Conservation Specialist

Reporting to the Native Lands Partnership Senior Conservation Manager (Senior Conservation Manager) and working with programs across the organization, the Native Lands Partnership Conservation Specialist (Conservation Specialist) will support and execute organizational projects and initiatives with Tribal Nations, Indigenous-led organizations, and Indigenous communities.  With the oversight from the Senior Conservation Manager they will engage in a range of campaigns through partnerships, coalitions and coordination, outreach activities, communications, and other efforts.

This position plays a critical role in fostering an organizational culture where people feel respected, included, and accountable to shared goals and outcomes. Minimum 3 years of experience working on issue advocacy or political campaigns and/or working to advance public policy changes at the local, state or federal level, including through community organizing. Experience building relationships and collaborating with diverse stakeholders in an inclusive, transparent, and effective manner. Experience working with Native and Indigenous people and communities and a solid understanding of Native and Indigenous culture, traditions, tribal governments, and issues. Knowledge of public lands, environmental, and/or conservation issues impacting Tribal Nations, Indigenous-led organizations, and Indigenous communities is helpful, but not required. Ability to think strategically and provide support to achieve campaign and conservation goals in a dynamic environment. Solid communication skills, with an ability to write and speak concisely and persuasively to diverse audiences. Motivated self-starter with the ability to manage multiple demands and deadlines.

Must exhibit integrity, trustworthiness, transparency, tact, and discretion. Willingness and ability to travel across the country, but also to Washington, D.C., and other locations as necessary.
