In its response, the State ignored GLIFWC/VITF’s point that it is currently “impossible to set agreed upon harvestable surplus numbers, an essential first step in setting quotas and making declarations.” WDNR’s takes it for granted that there is a “surplus”. There is a lot of scientific uncertainty over whether the wolf population in this region could sustain a single year or annual harvest. Further, their use of the term “surplus harvest” commodifies Ma’iingan and exemplifies the disconnect between the State and tribal perspectives on this issue.
