The Court shall exercise subject matter and personal jurisdiction to the greatest extent permitted by the laws of the United States, including but not limited to civil jurisdiction over all persons found within the Colorado River Indian Tribes Reservation and over persons or entities who commit a tortious act or transact business within the territorial jurisdiction of the Court.
