Why not just pay actual value like they would have to if they were finding oil in say the Middle East. Seriously I would trust any value that is placed on it to be less then say ten percent as there is a history of undervaluing resources and stealing from various native peoples and governments. Personally I would tell the oil companies and the government to take a flying leap. The damage they do would far out weigh any potential benefit.
