The National Park Service has a proposed rule that would allow members of federally-recognized tribes traditionally associated with specific national parks to gather and remove plant materials from those national parks so long as the tribe and the federal government create an agreement that regulates the practice.
Originally the deadline for comments was July 20, 2015, but today the NPS extended that deadline to midnight September 28, 2015.

My understanding is first the President had issues a directive to all DOI departments to redefine ways their department would involve Native American to mainstream their policy and procedures that would be most beneficial to the indigenous people of this continent. Prior to the President’s directive to DOI the two most apparent laws that Native American rely on are the “Consultation” and Native American Freedom of Religion Acts; applicable to access into federally land designated areas with significant interest of the Native American. Since, these Acts are in place already; do we need to create new rule, regulation, policy, etc.
