Though I applaud this letter and all the criticism, the problem is much bigger especially within the military and intelligence sectors. From talking with vets in my age class, “Indian country” was used to refer to territory held by the Viet Cong, was and is commonly used generally for lands held by enemies before and since the Viet Nam War. No one will find it particularly insightful to point out again that the very possibility of an American cultural and political identity requires someone filling the “not-American” slot insofar as all identities are oppositional. Early on Americans saw themselves as distinct to the extent to which they could also credibly see themselves as NOT British and NOT Indians. Clearly, the military/intelligence sector needs to decide on a different semantic domain from which to choose its euphemisms.
