    Good report, but the term majority – native is misleading. Its confusing. On first reading, I took it to mean a place where the majority is non-Indian, this is the common understanding. But it goes on to discuss tribal lands etc and does not clarify it much. Easy to clarify and Editor of Report needs a lesson on clarity.
