    I must note that none of the witnesses were women.

    That is a very important point. I personally am not convinced that the Tribal Law and Order Act provides much relief for American Indian women suffering from an epidemic of violent crime in Indian Country. The fact that the SCIA did not hear testimony from American Indian women underscores this situation.
