It is refreshing to see a tribe fighting for “Indian Preference”. I can personally attest that Tribes and expeically Tribal Gaming Enterprises have backslid on Indian Preference in the last ten years. This is why we have so few Senior Executives that are Indian in Indian Gaming. Unfortunately, Tribal Governments allow their own laws (TERO or Indian Preference Resolutions or Policy) to be ignored by managment and sometimes they ignore it themselves. Most Indian Prederence Law is written as “mandatory” but interepreted, when convenient, as “disgressionary”. This is erosive of Tribal Sovereignty: the power to make our own laws and live by them. The second part is as important as the first and to ignore it is to erodes the integrity of Tribal Governments; even if its just “this one time”.
