I must strenuously disagree with the title of this post. No monopoly exists in Michigan, for neither the tribes nor Detroit casinos. All 23 casinos are competitors. The ubiquitous Michigan Lottery’s revenues are nearly double that of Indian gaming revenues – all Indian casinos. The electronic Keno lottery game is available at over 2,000 locations. Add live horse racing, simulcast wagering, and over 6,000 “charitable” card rooms. As Judge Merritt explains in his concurrence, gaming (simulcast/live race betting) at the racetracks is not precluded by Proposal 1. Furthermore, Proposal 1 requires a vote of the people, not a prohibition on gambling.
