    This has been the law in the 7th Circuit since 1985. The decision is published as Lac Courte Oreilles Band v. State of Wisconsin , (LCO II) 760 F.2d 177, 183 (7th Cir. 1985) and is explicated in LCO V. 668 F. Supp. 1233, 1239 (W.D. Wis. 1987)
