About time something is being done with this situation. I know there are a lot of problems with individuals being enrolled in individual tribes… I think that it should be ok for a Native American to be enrolled in more than one tribe. Tribal Sovereignty is not absolute. According to Felix Cohen “The courts have consistently recognized that in the absence of expressed legislation by Congress to the contrary an Indian Tribe has complete authority to determine all questions of its own membership” Thus it would seem Congress has the final “Plenary Power” over tribal membership issues.
