    The Caption is incorrect – it has it backwards. The Magistrate recommended denying all 7 of the claims/grounds asserted in the prisoner’s motion to vacate. So the Magistrate’s Report recommended that the Court Judge deny the prisoner’s motion to vacate, even the in forma pauperis application, to affirm the conviction. Good to see the case, however. Thank you.
