These attorney CLE Programs will focus on the “Osage Reign of Terror” with a special focus on the legal issues related to the history of the story that is the subject of the book “Killers of the Flower Moon,” to be released as a major motion picture on October 20, 2023.

The discussion will include the historical removal of tribe from their traditional homelands into the Indian Territory. Following Oklahoma statehood, the focus of the program will center on the Osage Nation and the impact of oil and gas resources on the tribe as well as the application of allotment and reserved oil and gas headrights. The questions regarding state vs. federal jurisdiction will be discussed, as well as the murders of Henry Roan, Anna Brown, and several other Osage tribal members by William K. Hale and John Ramsey in order to take advantage of taking assets of tribal members under the headright system and the impact on the Osage people. Additional discussion will include the ensuing federal investigation by the Bureau of Investigation (“BOI”), the precursor to the modern Federal Bureau of Investigation (“FBI”), and the trials of and appeals by William K. Hale and John Ramsey commenced in the Western District of Oklahoma federal court.

The course will also include a discussion of issues related to re-establishment of the Osage tribal government, the ownership of Osage headrights, and continuing current jurisdiction by state, federal and tribal governments within the historic Osage Reservation, as well as litigation involving the Osage Reservation boundaries post McGirt.
