    It seems to me that this Pipeline Proposal has completely ignored Sovereign Tribal Rights, Past Treaties and Environment Impacts of a potential spill. Considering the Markets for this oil are East and West and not in the U.S., it would seem that Canada should build its own refinery for processing this oil. The RISKs are too high. Do we want another Kalamazoo or Arkansas ?
