Central Council of Tlingit and Haida Indian Tribes of Alaska

Court Investigator (RFP), Juneau, A.K. The Tlingit & Haida Tribal Court is soliciting contractual-service proposals for a Court Investigator(s) for cases involving children in the Tribal Court. Stockbridge-Munsee Community

Appellate Judicial Services (RFP), Bowler, W.I. The Stockbridge-Munsee Community, a federally-recognized Indian tribe, is seeking proposals from qualified firms or individuals to provide judicial services to the Stockbridge-Munsee Court of Appeals for three (3) open judicial positions on the Court of Appeals.  The successful bidder will be expected to participate on a panel of three (3) appellate court judges and preside over appeals of the Stockbridge-Munsee Community Tribal Court. Assistant United States Attorney, Albuquerque, N.M. The Albuquerque Office has three vacancies in its Criminal Division. The mission of the office is to represent the Criminal and Civil interests of the United States. The United States Attorney’s Office for the District of New Mexico will enforce the law and defend the interests of the United States, provide Federal leadership in preventing and controlling crime, seek just punishment for those guilty of unlawful behavior, and to administer and enforce the Nation’s laws to ensure fair and impartial administration of justice for all Americans. Tribal Attorney (RFP), Lawton, O.K. The Comanche Nation is requesting proposals from qualified attorneys or law firms experienced in American Indian Law to provide competent, effective, and timely legal representation. National Congress of American Indians

Staff AttorneyWashington D.C. NCAI has an opening for a Staff Attorney in the Washington, D.C. office. Subject areas may include (but are not limited to): tribal sovereignty, the federal trust responsibility, tribal lands, environment and natural resources, public safety, tribal justice systems, juvenile justice, federal agency consultation, taxation, economic development, and other issues of importance to Indian tribal governments. San Juan Southern Paiute Tribe

Tribal Court Judge (RFQ), Tuba City, A.Z. The San Juan Southern Paiute Tribal Court is accepting requests for qualifications for tribal judge. The Judge for the San Juan Southern Paiute Tribal Court is responsible for the fair and impartial administration of justice for all cases and controversies within the jurisdiction of the San Juan Southern Paiute Tribe. The Tribal Judge shall administer all cases and controversies arising in law or equity under the Constitution of the San Juan Southern Paiute Tribe, and may assign cases and other matters to lower courts of special jurisdiction, such as traditional dispute resolution, as the Tribal Council establishes in accordance with the Constitution. Responsibilities will also include establishing and overseeing the administrative operations of the Tribal Court and providing assistance and recommendations to the Tribe to seek out and secure funding to support Tribal Court operations. Additional duties and responsibilities may include the development of Tribal Court rules of procedure, Tribal ordinances and Tribal codes for approval by the Tribal Council.

Leech Lake Band of Ojibwe

Tribal Code Review and Revision (RFP), Cass Lake, M.N. The Leech Lake Tribal Court (LLTC) is engaged in a comprehensive review and update of the Tribes’ Code and Court Rules. The LLTC seeks to contract with a firm or attorney to assist in reviewing and editing the existing Child Welfare and Family Relations portions of the Leech Lake Code and the Leech Lake Rules of Court.  The Court is also seeking recommendations for revision and development of additional codes for the benefit of the Band.  Much of the drafting work can be completed remotely. However, the successful candidate will need to be available to travel to the Leech Lake Reservation in Minnesota as needed to meet with the judges, attorneys and other stakeholders throughout the drafting process. Proposals are due no later than April 20, 2018.

Grand Traverse Bay of Ottawa and Chippewa Indians Tribe

Appellate Judge, Peshawbestown, M.I. The Grand Traverse Band of Ottawa and Chippewa Indians Tribe serves notice to the Tribal Membership and licensed attorneys about a judicial vacancy on the Tribal Appellate Court.  The judicial vacancy on the Tribal Appellate Court may be filled by a Tribal Member or a licensed attorney for the balance of the unexpired six (6) term, due to end on September 30, 2020. Sovereignty Symposium Writing Competition

The Supreme Court of Oklahoma and the Sovereignty Symposium, Inc. are sponsoring a writing competition open to all students enrolled in an accredited law school in the United States, its territories or Canada.

In conjunction with Sovereignty Symposium XXXI, which will be held June 6-7, 2018 at the Skirvin Hilton Hotel, Oklahoma City, Oklahoma, a scholarly collection of legal and historical writings will be presented to all participants.  Legal libraries all over the United States regularly solicit copies of the publications for their collections.   The subject matter of the paper may be on any area of the law relating to Native Americans or other indigenous peoples.  First, second, and third prizes in the amounts of $750.00; $500.00; and $250.00 will be awarded.  The winning entry will also be published in the 2018 Symposium compendium of materials.  Second and third place entries will be published if space permits.

The entries in the writing competition must be not less than thirty (30) single-spaced pages nor more than fifty (50) single-spaced pages in length.  The paper used shall be 8-1/2” x 11” in size.  The title of the paper, the name of the author and a current mailing address and telephone number must be placed on a cover page.  Only the title of the paper should appear at the top of the first page of the text.  The author’s name should appear on the cover page only.  Papers must be submitted in Word or Word Perfect format.  E-mail the formatted version to kyle.shifflett@oscn.net.  Use a 12-point font in Times New Roman format.  Again, the document should be single spaced.  The left and right margins must be 2”; the top and bottom margins must be 1.5”.

Papers are evaluated for: Timelines of Subject; Originality; Legal Analysis; Use of Authority; Creativity of Arguments; Strength and Logic of Conclusions; Grammar; Punctuation and Writing Style.

Bar Preparation Scholarship Announcement (New Mexico)

To support and promote the practice of Indian Law in New Mexico and to help defray the costs of preparing for and taking the New Mexico bar examination, the Indian Law Section of the State Bar of New Mexico annually awards scholarships to third-year law students who intend to practice Indian Law in New Mexico. Students who will graduate in 2018 and take the bar examination within one year of graduation may apply. The 2018 Bar Scholarship will award up to a total of $4,000 or more in scholarships, which is subject to change based on the number of applicants, student interest and Indian Law Section resources. Applications must be postmarked no later than March 31, 2018.

Nez Perce Tribe

Hanford Project Legal Policy Analyst, Environmental Restoration and Waste Management Program, Lapwai I.D. The ERWM program’s role is to protect the Tribe’s treaty-reserved right at the Hanford Site in the state of Washington, regulate air quality on the Tribe’s Reservation in the state of Idaho, and oversee emergency response planning on the Reservation. The ideal candidate will be a team player; will have sound judgement, accompanied by excellent research, writing, and communication skills; the ability to analyze complex factual, legal, and policy issues; the ability to delve deeply into environmental strategies and projects related to the Tribe’s interests at the Hanford Site; and the ability to respond to a wide array of environmental issues that require prompt and accurate analysis. The Tribe offers an attractive compensation package, including: medical and life insurance, a matching 401(k) contribution, and a generous leave policy. Applicants must have relevant experience with the Resource Conservation and Recovery Act (RCRA) and a Juris Doctorate degree from an accredited law school. Deputy Tribal Prosecutor, Fort Hall, I.D. The Deputy Prosecutor investigates, compiles, and presents cases in the Shoshone-Bannock Tribal Court on behalf of the Shoshone-Bannock Tribes. The caseload is mainly focused on criminal matters, but will include juvenile, child support, child protection, and other cases as assigned. The Deputy Prosecutor completes work in compliance with the Shoshone-Bannock Law and Order Code; Ordinances; Resolutions; and internal protocols, policies, and procedures. The Deputy Prosecutor assists the Chief Prosecutor in handing managerial and administrative duties. Association on American Indian Affairs

Cultural Sovereignty Fellowship, Rockville, M.D. The Cultural Sovereignty Fellowship is a one-year fellowship position. AAIA is seeking recent graduates of undergraduate, graduate or law degree programs; the applicant must have or will graduate between January 2016 and June 2018. The Cultural Sovereignty Fellow will support the development of national policy in Indian affairs, and provide research, analysis and writing to support programs that include youth education, juvenile justice issues, sacred site protection, repatriation and protection of cultural heritage. A successful applicant will receive a stipend starting at $35,000 depending on the applicant’s degree program and level of experience.

Request for Proposal: IGRA and AZ Tribal State Gaming Compact (Hopi Tribe)

The Hopi Tribe is accepting requests for a Contract to provide legal services to Hopi Tribe in connection with the Indian Gaming Regulatory Act, matters under the Arizona Tribal State Gaming Compact and applicable Hopi Tribe laws and policies. The Contractor will work on amendments, negotiations and implementations of the Compact relative to transfer agreements and/or gaming facilities.  The Contractor will assist the Office of General Counsel with transactional services which includes, but not limited to review and drafting Hopi Tribe laws and policies with respect to gaming regulatory, drafting of contracts, review of licensing issues, amendments, negotiations and implementation of the Compacts and any ancillary issues related to the aforementioned. Proposals must be postmarked by 5:00pm MST on March 2, 2018.

The managing attorney is responsible for the management and oversight of the office they are assigned, including ensuring that office meets or exceed operational goals and objectives, providing necessary legal services for assigned cases, and liaising with the office staff to ensure effective client service business operations.
