Compile case law and make it available to users of the court system.
Field questions from court users and design court forms as needed.
Responsible for editing monthly court bulletins and maintaining opinion summaries in the law library.
Coordinate Law Day and maintain records necessary for CLE accreditation with State Bar of Wisconsin.
Coordinate HCN Bar Admission for the HCN Supreme Court and occasionally assist in drafting and issuing various Court Rules.
Must assist with Lay Advocate and Guardian ad litem Training.
Responsible to work with minimal supervision and exercise their independent legal evaluation throughout the workday.
Other duties as assigned by supervisor.

Qualifications:

Ability to work independently and exercise initiative.
Familiarity with Ho-Chunk Nation laws, federal Indian Law, and tribal law.
Ability to multi-task, prioritize tasks, and delegate responsibilities as appropriate to the demands of the Court.
Ability to communicate clearly, orally and in writing, with a variety of persons such as tribal citizens, tribal officials, judicial officers, and attorneys.
Must be professional, have outstanding telephone etiquette and a friendly, patient attitude when dealing with parties and the general public.
Strong research and writing skills.
Strong word processing and computer research skills.
Fluency in Ho-Chunk desired but not required.
Juris Doctorate degree.
A member in good standing of a state bar.
Preference given to members of the Ho-Chunk Nation, then to members of other federally recognized tribes.

NYTs: Navajo Nation to Vote on Structure of Government

FLAGSTAFF, Ariz. (AP) — Navajo voters have never had much of a say in how their modern government was shaped. But that may soon change, after a tribal judge cleared the way for a special election on a restructuring that could alter the balance of power on the sprawling reservation.

The government structure was forced upon Navajo voters 86 years ago and was reorganized under three branches without their consent.

Maybe Navajos “will have a greater sense of ownership in the government than they now have,” said Dale Mason, who teaches Navajo government at the University of New Mexico, Gallup.

In 1923, the federal government created the Tribal Council to sign off on oil and gas leases. Before that, Navajos largely governed themselves. Small bands were led by headmen, or naataanii, who came together only in times of crisis to solve problems that extended beyond their communities.

Even if such a meeting, called a naachid, resulted in a decision to act, no Navajo was bound to comply.

With the discovery of oil on the reservation in 1922, the federal government needed an entity to deal with for leasing matters. It appointed three Navajos to a business council, but soon realized that the group needed to be more representative and expanded it to include delegates from across the reservation.
