Confederated Tribes of the Colville Reservation

Associate Judge, Nespelem, W.A. The Confederated Tribes of the Colville Reservation is looking for an Associate Judge to preside over criminal, civil, juvenile, and administrative proceedings. Nez Perce Tribe

The Nez Perce Tribe (Tribe) Environmental Restoration and Waste Management (ERWM) program is recruiting for:  HANFORD PROJECT LEGAL POLICY ANALYST HR-18-107  Located at Lapwai, ID.  The ERWM programs’ role is to protect the Tribe’s treaty-reserved right at the Hanford Site in the state of Washington, regulate air quality on the Tribe’s Reservation in the state of Idaho, and oversee emergency response planning on the Reservation. The ideal candidate will be a team player; will have sound judgement, accompanied by excellent research, writing, and communications skills; the ability to analyze complex factual, legal, and policy issues; the ability to delve deeply into environmental strategies and projects related to the Tribe’s interests at the Hanford Site; and the ability to respond to a wide array of environmental issues that require prompt and accurate analysis.

The Tribe offers an attractive compensation package, including: medical and life insurance, a matching 401 (k) contribution, and a generous leave policy. The successful candidate will be working with the Resource Conservation and Recovery Act (RCRA), National Environmental Policy Act (NEPA), and Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).  However, the Program will provide training and professional development opportunities for the successful candidate in these areas.  Experience working on behalf of Indian tribes or other governments is preferred.  Requires a Juris Doctorate degree from an accredited law school. The Nebraska Indian Child Welfare Coalition is looking for an Executive Director. The Executive Director is responsible for the leadership and management of the organization. Through effective collaboration with the Board of Directors, Nebraska Tribes and partners, the Executive Director is responsible for developing, implementing, and evaluating a coordinated program plan; securing resources to support the plan; and growing the organization. Tribal Attorney, W.I. The Ho-Chunk Nation is seeking a Tribal Attorney to perform a variety of legal work representing the Nation, including representing its departments, boards, and commissions. Department of Justice

Assistant United States Attorney, Grand Rapids, M.I. The district is soliciting applications for a Criminal Division Assistant U.S. Attorney (AUSA) position in the Grand Rapids, Michigan office. Candidates should be capable of handling the prosecution of all manner of federal crimes, including in particular drug, firearm and immigration offenses, as well as the pursuit of asset forfeiture claims. Western District of Michigan Criminal Division AUSAs are responsible for substantial legal research and writing at the trial and appellate levels as well as on collateral review. Assistant United States Attorney, Minneapolis-St. Paul, M.N. Assistant U.S. Attorneys (AUSAs) in the Criminal Division prosecute federal criminal cases in the District. Criminal Division AUSAs advise federal law enforcement agents on criminal investigations, present criminal cases to the grand jury, try criminal cases before the United States District Court, and represent the United States in criminal appeals before the Eighth Circuit Court of Appeals. Department of Interior

Supervisory Attorney-Adviser, Washington, D.C. The Division of Indian Affairs provides legal counsel and representation to the Secretary acting as federal trustee to American Indian tribes and their members. The division also provides legal advice to the Office of the Assistant Secretary – Indian Affairs, Bureau of Indian Affairs, and Bureau of Indian Education concerning the administration of Indian services and programs. The Branch of Tribal Government Services handles legal issues relating to acknowledgement and federal recognition, education, jurisdiction, Native Hawaiian, international, hunting and fishing, Indian Child Welfare Act, Johnson O’Malley Act, tribal government disputes, tribal constitutions, tribal ordinances, and Section 17 Corporations.

The incumbent exercises a broad range of supervisory responsibilities over assigned employees. Supervision exercised includes planning and scheduling work; allocating personnel to projects; defining work assignments; providing instructions and guidance; reviewing, accepting, amending, or rejecting work performed, and evaluating assigned employees.

The incumbent reviews and prepares litigation reports, oversees discovery, drafts pleadings and reviews Department of Justice filings in judicial litigation on matters within assigned areas of responsibility arising out of the various programs and activities listed above for the above referenced agencies. Swinomish Indian Tribal Community

Swinomish Tribal Advocate, Swinomish Village, W.A. The Swinomish Indian Tribal Community is recruiting for a full time Tribal Advocate The Tribal Advocate represents eligible clients in Swinomish Tribal Court in criminal prosecutions and in Wellness Court hearings, and also provides general advice on a variety of civil matters.  The role of the Tribal Advocate in criminal matters is similar, but not identical to a public defender in the state court system.  The work in tribal court involves a creative, holistic, and interdisciplinary approach developed in conjunction with other tribal departments to achieve restorative justice. The Tribal Advocate may also be asked to draft ordinances or amendments to ordinances and to advise and make recommendations to the Tribe’s Law and Order Committee and other departments of the Tribe.

Leech Lake Band of Ojibwe

Associate Tribal Attorney, Cass Lake, M.N. The Leech Lake Band of Ojibwe is seeking an Associate Tribal Attorney to provide legal advocacy to the Leech Lake Child Welfare Department, including legal representation for the Band in Tribal Court and State Court, review of contracts, and negotiations with the State of Minnesota, Department of Human Services, and County Governments.  Work is performed under the direct supervision of the Legal Director. Chehalis Tribal Court

The Chehalis Tribal Court (Oakville, W.A.) is seeking applicants for the following positions:

A part-time contract attorney to represent the parents or guardians in child welfare proceedings before the tribal court.  All applicants must have a law degree from any accredited law school and have at least two years of experience working with Indian Tribes, tribal communities and families.

A part time contract Guardian Ad Litem to independently investigate and advise the tribal court on the needs of tribal children, at risk youth and vulnerable adults.  All applicants must have a degree in social work or related field and a minimum of five years of experience working with children, youth and other vulnerable persons.  Must have good writing and verbal skills.  Experience working with Indian Tribes and tribal communities and families is required.

Ho-Chunk Nation

Staff Attorney-Law Clerk, Black River Falls, W.I. The Ho-Chunk nation is looking for a Staff Attorney to assist Tribal Court Judges and Supreme Court Justices with legal research and the drafting of opinions in a timely manner while facilitating public access to the Court through the provision of procedural legal information. Reports to the Sr. Staff Attorney.

Duties and responsibilities:

  1. Legal research and the drafting of memos for Trial Court Judges and Supreme Court Justices on questions of law.
  2. Research legal issues identified by the Sr. Staff Attorney, Chief Judge, Associate Judges, and Supreme Court.
  3. Compile case law and make it available to users of the court system.
  4. Field questions from court users and design court forms as needed.
  5. Responsible for editing monthly court bulletins and maintaining opinion summaries in the law library.
  6. Coordinate Law Day and maintain records necessary for CLE accreditation with State Bar of Wisconsin.
  7. Coordinate HCN Bar Admission for the HCN Supreme Court and occasionally assist in drafting and issuing various Court Rules.
  8. Must assist with Lay Advocate and Guardian ad litem Training.
  9. Responsible to work with minimal supervision and exercise their independent legal evaluation throughout the workday.
  10. Other duties as assigned by supervisor.

Qualifications:

  1. Ability to work independently and exercise initiative.
  2. Familiarity with Ho-Chunk Nation laws, federal Indian Law, and tribal law.
  3. Ability to multi-task, prioritize tasks, and delegate responsibilities as appropriate to the demands of the Court.
  4. Ability to communicate clearly, orally and in writing, with a variety of persons such as tribal citizens, tribal officials, judicial officers, and attorneys.
  5. Must be professional, have outstanding telephone etiquette and a friendly, patient attitude when dealing with parties and the general public.
  6. Strong research and writing skills.
  7. Strong word processing and computer research skills.
  8. Fluency in Ho-Chunk desired but not required.
  9. Juris Doctorate degree.
  10. A member in good standing of a state bar.
  11. Preference given to members of the Ho-Chunk Nation, then to members of other federally recognized tribes.

Program Director, Tribal Justice Partnerships, Reno, N.V. The Tribal Justice Partnerships Program Director position requires a unique blend of knowledge, skills, and abilities. This position will work primarily with tribal courts, but can be tasked with other projects, as needed. The Program Director will be required to build a substantial knowledge base around private and public funded projects that focus on improving tribal court practices in family welfare and juvenile matters; implement the principles of collaboration among court, agencies, and community; develop content expertise on issues common across system-involved children and families (e.g., trauma, substance abuse, etc.); and have experience and knowledge in tribal court systems. The Program Director is responsible for the overall success of NAPOLS. Stillaguamish Tribe of Indians

Domestic Violence Civil Legal Aid Attorneys, Arlington, W.A. The Stillaguamish Tribe of Indians requests proposals to provide domestic violence civil legal services for domestic violence victims for a term of one year commencing on approval of a professional services agreement by the Stillaguamish Tribe’s Board of Directors. This Request for Proposals (RFP) seeks responses from both private law firms and public agencies. The Tribe seeks Domestic Violence Civil Legal Aid Attorneys (“DV Attorney”) to provide full representation to domestic violence victims to seek a Domestic Violence Protection Order (“DVPO”) within the jurisdiction of the Stillaguamish Tribal Court. The DV Attorney will also provide full representation to a domestic violence victim who has petitioned the court for a DVPO in modifying parenting plans in the Stillaguamish Tribal Court. The DV Attorney will provide advice and counsel to domestic violence victims, including coordinating services for victims, and assisting pro se litigants in the selection and completion of proper forms, communicating victim rights, and outlining legal options for domestic violence victims.

San Juan Southern Paiute Tribe

Tribal Court Judge (RFQ), Tuba City, A.Z. The San Juan Southern Paiute Tribal Court is accepting requests for qualifications for tribal judge. The Judge for the San Juan Southern Paiute Tribal Court is responsible for the fair and impartial administration of justice for all cases and controversies within the jurisdiction of the San Juan Southern Paiute Tribe. The Tribal Judge shall administer all cases and controversies arising in law or equity under the Constitution of the San Juan Southern Paiute Tribe, and may assign cases and other matters to lower courts of special jurisdiction, such as traditional dispute resolution, as the Tribal Council establishes in accordance with the Constitution. Responsibilities will also include establishing and overseeing the administrative operations of the Tribal Court and providing assistance and recommendations to the Tribe to seek out and secure funding to support Tribal Court operations. Additional duties and responsibilities may include the development of Tribal Court rules of procedure, Tribal ordinances and Tribal codes for approval by the Tribal Council.

Leech Lake Band of Ojibwe

Tribal Code Review and Revision (RFP), Cass Lake, M.N. The Leech Lake Tribal Court (LLTC) is engaged in a comprehensive review and update of the Tribes’ Code and Court Rules. The LLTC seeks to contract with a firm or attorney to assist in reviewing and editing the existing Child Welfare and Family Relations portions of the Leech Lake Code and the Leech Lake Rules of Court.  The Court is also seeking recommendations for revision and development of additional codes for the benefit of the Band.  Much of the drafting work can be completed remotely. However, the successful candidate will need to be available to travel to the Leech Lake Reservation in Minnesota as needed to meet with the judges, attorneys and other stakeholders throughout the drafting process. Proposals are due no later than April 20, 2018.
